V. O. “Dean” Tekell, Jr. is the principal engineer and owner of Dean Tekell Consulting, L.L.C. He obtained his Bachelor’s degree in Civil Engineering from the University of Louisiana in 1980. He is a registered professional engineer in the State of Louisiana since 1984. He is nationally certified as a professional traffic operations engineer since 1999. Dean has been in private practice for 20 years. For 16 years, prior to entering private practice he worked for the City and Parish of Lafayette, Louisiana. Most of those years were spent as the City/Parish Transportation Engineer. During his time as City Transportation Engineer he was responsible for the design, maintenance and operation of signs, signals and pavement markings for over 2000 miles of urban and rural roadways. He assisted the Lafayette City Police Department with the investigation and reconstruction of approximately 70 fatal and/or serious injury crashes that occurred in the City of Lafayette from 1985 through 1998.
Dean Tekell Consulting’s current projects include traffic impact studies, traffic signal design and installation, roundabout design, work zone traffic control and development issues. The firm is also active in expert witness work in crash reconstruction or in collisions where there are allegations of improper roadway design, maintenance or operation.

Joshua Tekell obtained his Bachelor of Science in Electrical Engineering, with an emphasis on Power Engineering, in 2007 from Louisiana State University. Since then, he has studied in the field of Traffic Safety and Accident Reconstruction, earning many certifications, including Traffic Crash Investigation, At-Scene Traffic Crash and Traffic Homicide Investigation, Traffic Crash Reconstruction, Crash Data Retrieval and Analysis, and Supervision in Traffic Control through Work Zones. He regularly attends workshops and conferences to keep his expertise up to date with the latest advances in traffic engineering and accident reconstruction. Joshua is ACTAR certified and has been a team member at Dean Tekell Consulting since 2008.
